Subject: Resolution establishing a Citizen Conservation Board for the City of Helena.
Present Situation:

Resolution 20347, passed June 26, 2017, calls for the establishment of a Citizen Conservation Board  to support, recommend, report on, and monitor sustainability measures undertaken by the City of Helena.

 
Background Information: Pass a resolution establishing a Citizen Conservation Board for the City of Helena.  As recommended by IMP-3 of the Helena Climate Change Task Force Action Plan 2009, the Citizen Conservation Board shall be comprised of the following individuals, each of whom must be a citizen of the City of Helena:

     One (1) representative from the Helena Citizens' Council;

     Two (2) representatives from the Watershed or Water Conservation sector;

     Two (2) representatives from environmental organizations;

     Two (2) representatives from the business or building industries;

     Two (2) citizens at large; and

     Two (2) student leaders.
Proposal/Objective: Pass a resolution establishing a Citizen Conservation Board for the City of Helena.  As recommended by IMP-3 of the Helena Climate Change Task Force Action Plan 2009, the Citizen Conservation Board shall be comprised of the following individuals, each of whom must be a citizen of the City of Helena:

     One (1) representative from the Helena Citizens' Council;

     Two (2) representatives from the Watershed or Water Conservation sector;

     Two (2) representatives from environmental organizations;

     Two (2) representatives from the business or building industries;

     Two (2) citizens at large; and

     Two (2) student leaders.
Advantage: An on-going Citizen Conservation Board will support the implementation of the Helena Climate Change Task Force Action Plan 2009.
Notable Energy Impact: Indirectly encourage conservation in all city operations.
Disadvantage: None noted.
