Subject: Working Sessions on Sidewalks and the Cruse Vision
Present Situation: Sidewalks and the Cruse Vision are two complex community matters the Commission has noted the need for concentrated working sessions. 
Proposal/Objective:

Staff proposes that the Sidewalk discussion be scheduled to include ideas from Departments after May 1 so that additional study can be spent on ideas proposed prior to adoption of the City's FY2022 budget. It is anticipated two, two hour sessions may be needed. Areas of discussion within these working sessions will include ADA compliance issues, potential revisions needed to the City Code including the distinction of parks and the walking mall, annexation processes, variances from code, and trails matters.

 

Beginning June 1, it is suggested that the Commission schedule two working sessions for two hours each to address the Cruse Avenue Vision implementation. As part of this discussion, the team proposes working sessions that result in the crafting of a design competition. The competition would ask developers to tell the City how they would creatively accomplish the Cruse Vision. Selected projects would be offered incentives such as: access to Housing Trust Funds, infrastructure improvement expenses shared with the City, tiered abatement on assessments to incentivize project completion like no abatement year 1, 1/4 abatement in year 2 and 1/2 abatement in year 3 and other ideas yet to be provided.  Competitors would be given a proposal package to include Zoning Codes, URD, Opportunity Zone and the list of properties available for purchase/development.
