Subject: ROI to approve workplan and budget for the Tourism Business Improvement District and to levy an assessment upon all property within the district for the Fiscal Year 2022.
Present Situation:

Resolution No. 19644, passed April 20, 2009, created a Tourism Business Improvement District ("District") to promote tourism, conventions, trade shows, and travel to the City; The City expanded the District on August 22, 2011, by Resolution No. 19871; Resolution No. 20473, passed August 27, 2018, re-created the District for another ten (10) year period.

The Tourism Business Improvement District Board of Trustees submitted a  work plan and budget to the Helena City Commission on May 17th, 2021.

In order to defray the costs of the workplan and budget, it is necessary for the City of Helena to levy an assessment on all property within the district.

Background Information: Approve the workplan and budget of the District and levy an assessment upon all property within the District for the Fiscal Year 2022 to defray the costs of said work plan and budget.  The assessment for Fiscal Year 2022 on all lodging facilities used for providing overnight stays within in the District is proposed to be computed by multiplying the number of rooms occupied from July 1, 2020, through June 30, 2021, for each lodging facility within the District, as reported by the District, by two dollars ($2.00).
