Subject:

A Resolution of Intention to levy and assess properties to recover the cost of removal of snow and ice from sidewalks on the adjacent public rights-of-way.

Present Situation:

The City of Helena may remove snow and ice from sidewalks on public rights-of-way when the adjacent property owner fails to do so. The City of Helena then may bill the property owner for the removal cost and a penalty ($50.00). Property owners receive written notice of the amounts owed.
Each year the City Commission may levy assessments on properties to recover the costs of removal of snow and ice from sidewalks in order for those assessments to be placed on the upcoming tax bills.
There are two property owners that will receive assessments in Fiscal Year 2022. The annual assessments approved by the City Commission will be placed on the calendar year 2021 tax bills of the affected properties in the following amounts:

Consider a resolution of intention to levy and assess properties to recover the cost of removal of snow and ice from sidewalks on the adjacent public rights-of-way and set a public hearing date for June 28, 2021.

This step begins the public process to ensure the public is informed with enough notice before adoption of rates. Approval of the resolution of intention will allow the City to advertise the required notices and hold a public hearing to obtain public input on the snow and ice removal assessments.
